WESTMINSTER, Orange County — October 23, 2026. Residents replacing a water heater, upgrading a furnace or having a light roof repair may be able to obtain a municipal permit more quickly through a new online system. The Westminster Building Division’s July 2026 notice announces Express Permits for certain basic single-family-house projects. It states that qualifying permits are typically issued the same business day after the city receives a complete application and payment.

Which work is eligible?

Westminster lists replacement of a water heater in the same location, replacement of a furnace in the same location, and reroofing with materials weighing six pounds per square foot or less among the express-eligible jobs. The full municipal list and current limits should be checked before applying. Moving a heater, changing system type, installing heavy roof materials or remodeling may involve additional review.

Does express mean permit-free?

No. The online application is an expedited municipal permit process. The city says it is restricted to straightforward work that does not require a plan review, multiple permits, a remodel or a relevant code-enforcement case. Applicants still must describe the correct job and comply with inspections, state safety codes and contractor-licensing requirements. Same-day issuance is a typical processing goal, not a guaranteed approval for every submission.

What about ADUs and major renovations?

Accessory dwelling units, additions and many major home upgrades involve more comprehensive documents and reviews. Homeowners should not try to put new room construction, major electrical rewiring or a property conversion through a permit option intended for a like-for-like appliance change. The Westminster Building Division supplies the normal Westminster Build portal and answers questions about project types.

Why should a homeowner check contractor licensing?

A permit issued to a contractor does not remove the homeowner’s interest in safe electrical, gas and mechanical work. Residents should verify the contractor’s valid California license and required insurance for the job and retain the permit and inspection documentation. A seller promising that a replacement “needs no permit” may be mistaken, even when the city has streamlined its process.

Where to ask

The City of Westminster’s Building Division lists 714-548-3254 and Wbuilding@westminster-ca.gov. Request the current express-eligible work list and confirm whether another agency or inspection is needed before hiring a contractor. Building staff can clarify what documentation is necessary for a same-location replacement versus a substantial alteration.
